The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued a weather advisory early Sunday, warning that two major weather systems will continue to influence conditions across the archipelago.

Easterlies Trigger Rains in Eastern Visayas, CARAGA

In its 4 a.m. bulletin on Sunday, December 28, 2025, the state weather bureau reported that the easterlies are affecting the eastern sections of the country. Eastern Visayas, Dinagat Islands, Surigao del Norte, and Surigao del Sur are expected to experience cloudy skies with scattered rain showers and thunderstorms.

PAGASA specifically cautioned residents in these areas that moderate to at times heavy rains could trigger flash floods or landslides. The public is advised to remain vigilant and heed local warnings from disaster authorities.

Amihan Brings Cooler Conditions to Northern Luzon

Meanwhile, the northeast monsoon, locally known as amihan, is prevailing over Northern Luzon. This will bring cloudy skies with light rains to the provinces of Batanes and Cagayan.

Metro Manila and the rest of the Luzon region will have partly cloudy to cloudy skies with isolated rain showers, also due to the influence of the amihan. The cooler and drier air from the northeast monsoon typically brings a slight drop in temperatures, especially during the night and early morning.

Forecast for the Rest of the Country

For the rest of the Philippines, PAGASA forecasts partly cloudy to cloudy skies with isolated rain showers or thunderstorms. These conditions will be caused by the easterlies and localized thunderstorms, which may occur primarily in the afternoon or evening.

The weather agency also provided a maritime forecast. Coastal waters in areas affected by the amihan in Northern Luzon will be moderate to rough, with winds expected to be moderate to strong. For the rest of the country's seaboards, conditions will be milder with light to moderate winds and slight to moderate seas.
