The body was spotted by Jerry Ortiz Dela Raya, a 36-year-old trucking driver from Negros Occidental, who was in the mangrove area. He promptly alerted nearby residents, and Nerissa Colipano reported the incident to the Tabuelan Municipal Police Station.
