The Department of Social Welfare and Development-Davao Region (DSWD-Davao) is pioneering a groundbreaking initiative to bolster mental health support through the expansion of its Angel Pets program, which leverages specially trained "Doctor Dogs" to aid survivors of abuse, neglect, and exploitation. Initially launched in Metro Manila, including facilities such as Marillac Hills, the Angel Pets program has now been extended to Metro Cebu and the Davao Region as of March 2026. The program focuses on providing a calming and non-judgmental presence through "Doctor Dogs," which visit residents, particularly children and women, to help them open up during their recovery journey.

Chanin Parian, head of the Social Technology Unit of DSWD-Davao, highlighted the program's focus on priority sectors, stating, "They would be assisting our priority victims of abuse, the children and women." She explained that therapy dogs create a safe space for survivors, noting, "Dogs don't judge, so children would easily relax and open up. Many victims of abuse would be able to open up immediately since they know that the dogs would not judge them."

Volunteer Dogs and Screening Process

The "Doctor Dogs" are volunteer animals that undergo a rigorous screening process, including temperament tests to ensure they are calm, obedient, and friendly for therapeutic work. Managed by the Social Technology Unit of DSWD-Davao Region, the program will conduct a recruitment and screening event for volunteer dogs on May 27, 2026, at their regional field office. Both handlers and dogs must meet specific qualifications to ensure effective therapeutic engagement.
