Two NPA Remnants Surrender in Bukidnon, Highlighting Peace Efforts
NPA Surrender in Bukidnon Marks Peace Progress

In a significant development for peace and security in Northern Mindanao, two remnants of the New People's Army (NPA) voluntarily surrendered to military forces on February 21, 2026. The event took place in Barangay Mampayag, Manolo Fortich, Bukidnon, involving the 1st Special Forces (Hunter-Killer) Battalion (1SFB) of the 4th Infantry Division (4ID) of the Philippine Army.

Surrender Details and Identities

The individuals who laid down their arms were identified as Jhon Jhon Bokdawan Atipan, also known by the aliases Wowie and Doms, and Winalyn Lucdayan Saplidan, alias Marita. Both had been operating in the provinces of Bukidnon and Agusan del Sur. Following their surrender, they are currently under the custody of the 1SFB for essential procedures, including documentation, validation, and assessment.

This process is crucial to determine their eligibility for the Enhanced Comprehensive Local Integration Program (Eclip), a government initiative designed to assist former rebels in transitioning back into civilian life.

Military Response and Reintegration Support

Captain Bilver F. Butale, the Civil-Military Operations Officer of the 1SFB, personally welcomed the surrenderers and assured them of the unit's full support throughout their reintegration journey. He emphasized the military's commitment to providing humane treatment and necessary assistance to facilitate their return to society.

Brigadier General Seigfred C. Tubalado, Commander of the 403rd Infantry Brigade, used this occasion to reiterate a call to remaining members of the Communist Terrorist Group (CTG) to abandon armed struggle and embrace lawful pathways. He highlighted that the military, in collaboration with local government units and national agencies, remains dedicated to helping former rebels rebuild their lives through comprehensive reintegration programs and livelihood support.

Broader Implications for Insurgency and Peace

In a statement, 4ID Commander Major General Michele B. Anayron Jr. noted that this surrender underscores the continuous weakening of CTG influence in the region. He attributed this trend to sustained military operations combined with whole-of-nation interventions that address the root causes of insurgency, such as poverty and lack of opportunities.

Major General Anayron Jr. added that the government is steadfast in offering lawful and humane avenues for individuals to leave the armed struggle and reintegrate into mainstream society. This approach reinforces the Armed Forces of the Philippines' mission to secure lasting peace and development in Northern Mindanao and the Caraga regions, aiming to foster stability and progress for all residents.

The surrender marks a positive step in ongoing efforts to resolve long-standing conflicts, with authorities hopeful that more defections will follow as peace initiatives gain momentum.
