In a dramatic display of frustration, Mabolo Barangay Captain Daniel Francis Arguedo has publicly expressed his dismay towards Cebu City Mayor Nestor Archival. Arguedo claims the mayor has "lost his sound judgment" following the temporary suspension of garbage disposal at Block 27, where the barangay's Materials Recovery Facility (MRF) is located.

Disruption in Waste Collection Services

According to Arguedo's Facebook post on Friday, February 20, 2026, this decision effectively reversed an earlier permission granted to him, resulting in a significant disruption to garbage collection in the barangay. "Last night, we were allowed at Block 27, but now it's prohibited again. As a result, our garbage collection has stopped. We can only resume on Monday," stated the barangay captain.

Breakdown in Communication

Arguedo further explained that the mayor refused to engage in a personal conversation with him, which initially prevented them from using Block 27 for the city's waste. He emphasized that this lack of direct communication from the mayor hindered a full understanding of the situation.

Additionally, he noted that while city officials had promised six trucks for the operation, only two were actually available for use. This shortage compounded the logistical challenges faced by the barangay.

Operational Procedures and Misunderstandings

Arguedo defended the barangay's waste management operations at Block 27, asserting that they followed proper procedures, including shredding, composting of biodegradable waste, and segregation of non-biodegradable materials. "They claim we made it a dumping site, which is incorrect. We are on standby as we look for alternative solutions," Arguedo added.

City Council Intervention

Councilor Harry Eran, chairman of the Committee on Public Service in the City Council, announced plans to speak with higher-ups at the Department of Public Services (DPS). The goal is to allow Barangay Mabolo to temporarily dispose of their garbage at the South Road Properties (SRP) to clear the accumulated waste, particularly at Block 27.

Eran observed that the situation stemmed from "miscommunication" or a lack of proper understanding between the mayor and the barangay. "Hopefully, they can dispose of their garbage at the SRP tomorrow," Eran stated, expressing optimism for a swift resolution.

The ongoing dispute highlights critical issues in local governance and waste management coordination in Cebu City, with residents facing immediate impacts from the halted collection services.
