The Department of Social Welfare and Development in Region 7 (DSWD-7) is continuing its drive to register beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) for the Philippine Identification System Identification Card, commonly known as the PhilSys ID, across Central Visayas. This initiative is being carried out in close collaboration with the Philippine Statistics Authority (PSA) to ensure comprehensive coverage and efficient service delivery.

Expanding Registration Efforts to Reach Every Household

According to DSWD-7, registration activities are being conducted in various cities and municipalities throughout the region to guarantee that no beneficiary is left behind. The agency has implemented a multi-faceted approach, including house-to-house registration specifically designed for bedridden and vulnerable members of the 4Ps program who are unable to visit designated registration sites. The primary goal of this campaign is to reach all households enrolled in 4Ps and provide them with access to National ID authentication services, which are crucial for availing of government benefits.

Current Registration Statistics and Targets

Based on the latest data as of February 4, 2026, approximately 79,874 beneficiaries, representing 45.81 percent of the total target of 174,348 4Ps beneficiaries in the region, have already been registered for their PhilSys ID. This significant progress underscores the ongoing efforts to streamline identity verification for social welfare recipients.

Encouraging Participation from Remaining Beneficiaries

DSWD-7 Director Shalaine Marie Lucero has urged those 4Ps beneficiaries who have not yet registered to visit the nearest PSA office or participate in scheduled National ID registration activities in their respective areas. She emphasized the importance of the PhilSys ID for 4Ps beneficiaries, noting that it facilitates faster and smoother access to government programs and social protection services.

By possessing a valid government ID, beneficiaries can reduce procedural delays, documentation requirements, and verification hurdles, making it easier to claim their entitled benefits.

Broader Implications Beyond 4Ps

Director Lucero further highlighted that the National ID is not only vital for 4Ps beneficiaries but also for individuals outside the program, particularly those seeking other DSWD services such as Assistance to Individuals in Crisis Situations (AICS). The ID will be especially enforced for repeat clients or those who have previously received aid, ensuring a more efficient and transparent process.

Accepted Formats and Technological Support

The PhilSys ID is available in multiple formats to accommodate different needs: the PVC or plastic card, the ePhilID printed on paper, and a digital copy accessible through the eGovPH mobile application. Additionally, DSWD is utilizing the BBM or Basta Beripikado, Mabilis ang Serbisyo web-based platform to expedite verification and data updates for beneficiaries, enhancing overall service efficiency.

Legal Framework and National Significance

Under Republic Act 11055, the PhilSys ID serves as the official single valid proof of identity for Filipinos and resident aliens, simplifying numerous transactions across both public and private sectors.
