Mandaue City Library Embraces Energy Efficiency While Preserving Weekend Access
In a proactive move to reduce electricity consumption, the Mandaue City Library has initiated a series of energy-saving measures and is preparing to adjust staff work schedules. City officials have emphasized that these changes are designed to maintain uninterrupted weekend services for the public, ensuring that residents continue to have access to vital library resources.
Strategic Energy Conservation Initiatives
According to City Librarian Angelina Cagatulia, the library has already begun implementing practical steps to curb energy usage. The air conditioning units have been set to a consistent 24 degrees Celsius, with units in unoccupied sections being switched off entirely. Additionally, the library has limited light usage and encouraged staff to utilize handheld fans as an alternative cooling method.
"We prioritize opening only the necessary sections when clients arrive," Cagatulia explained. "For smaller groups, we direct them to the e-library first and only expand to other rooms as user numbers increase. This approach helps us minimize electricity consumption while still providing essential services."
Adapting to Fluctuating User Patterns
The librarian noted a recent decline in e-library users due to the absence of classes, though researchers and residents seeking current event updates continue to frequent the facility. "While classroom-related traffic has decreased, we still serve dedicated users who rely on our resources for research and information," she added.
Currently, the library operates 24 hours on weekends and until 11 p.m. on weekdays. These extended hours were originally established to accommodate workers with limited weekday availability, particularly for accessing electronic resources. "We recognized that weekends offer workers more time for research, so we ensured they could utilize our e-library during those periods," Cagatulia stated.
Staff Schedule Revisions and Weekend Assurance
Cagatulia plans to seek approval from City Administrator Gonzalo Malig-on for proposed adjustments to staff work schedules. These revisions aim to balance energy conservation with the library's commitment to 24/7 weekend services. "I will request permission to modify the work day and work week structure for our staff, considering our round-the-clock weekend operations," she said.
Malig-on confirmed that weekend services will not be eliminated, only potentially adjusted in terms of hours. "Mayor Thadeo Jovito 'Jonkie' Ouano has directed that Saturday and Sunday services remain available, though the specific hours may be revised," he clarified. He attributed the need for schedule changes to reduced demand on Sundays following the conclusion of classes.
The city librarian is expected to submit a finalized proposal by Monday, April 20, 2026, outlining the new staff rotation and schedule adjustments. Malig-on reassured the public that library hours will not be removed, only optimized through personnel rotations.
Commitment to Public Service Amid Changes
Despite the impending schedule modifications, city officials have guaranteed that the Mandaue City Library will continue to provide weekend access. The revised staffing arrangements are intended to harmonize public service delivery with sustainable energy practices, reflecting a broader commitment to operational efficiency without compromising community needs.
