The Philippine Statistics Authority (PSA) has officially launched the E-Certificate Service, a groundbreaking digital initiative that enables Filipinos to request and receive electronic copies of essential civil registry documents. This service, introduced on Wednesday, February 25, 2026, marks a significant step forward in modernizing public administration and enhancing accessibility for citizens across the nation.
Digital Transformation in Civil Registration
During a press conference, National Statistician and Civil Registrar General Claire Dennis Mapa emphasized that the E-Certificate Service is a key component of the PSA's broader mission to improve public service quality through digitalization. By making vital documents more readily available, the initiative supports the government's push toward a paperless and digital-first approach.
"This is yet another milestone in our mission to elevate civil registration and vital statistics to greater heights through digitalization and innovation," stated Mapa. "It is a clear step towards a smarter, more responsive government, one that places citizens at the center of every digital advancement."
Key Features and Benefits
The E-Certificate Service offers a range of advantages over traditional methods. Digital copies of certificates, including birth, marriage, death, and Certificate of No Marriage (Cenomar) documents, can now be accessed by schools, employers, and financial institutions. Mapa assured that the delivery process is fast, secure, and efficient, with documents sent directly to the client's email address within one day or by the next day at the latest.
This represents a substantial improvement compared to physical copies, which typically require at least three working days for delivery after a request is made. Additionally, the cost of e-certificates is more affordable, estimated at P50 to P90, making it a cost-effective option for many Filipinos.
Enhanced Security and Verification
To ensure authenticity and prevent fraud, each e-certificate is equipped with a QR code. This feature allows for easy verification, confirming that the document originates from the PSA and has not been altered or falsified. This added layer of security is crucial for maintaining trust in digital transactions and official records.
The service is accessible through PSAHelpline.ph, providing a user-friendly platform for requests. By streamlining the process, the PSA aims to reduce bureaucratic hurdles and offer a more convenient experience for citizens seeking vital documents.
Overall, the launch of the E-Certificate Service underscores the Philippine government's commitment to leveraging technology for public good. It not only enhances efficiency but also aligns with global trends in digital governance, setting a precedent for future innovations in civil registration and beyond.
